The proposed library project is on page 38 of the Budget document - "Upgrade Library (funded 50% grant – not realised yet; 50% loan) - $2,000,000. An allocation has been included for the upgrade of the Naracoorte Library, however the future design of the library is still being developed and this project may not proceed to the building stage in 2017-18." It is also mentioned on page 8 of the Draft Annual Business Plan.
